Larry (he/him/his) completed undergraduate degrees in Arts (B.A.) 1980, Education (B.Ed.) 1983 Law (LLB) 1986 at the University of Alberta. He went on to complete his Master’s Degree in Law (LLM) at the University of British Columbia (1995) before returning to Alberta to complete a Doctorate (PhD) from the faculties of Law and Medicine (2000).
He has taught and held academic positions at a number of post-secondary positions at a number of post-secondary institutions including the University of Alberta’s Faculties of Law, Public Health Science and Extension, Vancouver Island University, Lakeland College and Nunavut Arctic College. He has also taught environmental/natural resource law programs to the Department of Justice Canada (School for Prosecutors), Environment Canada (Canadian Police College), and Fisheries and Oceans Canada (Freshwater Institute).
His research and study resulted in a number of awards in the field of environmental/natural resource law, policy and decision-making, including a Doctoral Fellowship from the Environment Canada Tri Council Eco-Research Program in Environmental Risk Management (Ottawa), a Social Science and Humanities Research Council of Canada Fellowship (Ottawa), a Society for Risk Analysis International Student Presentation Award (Aboriginal Traditional Knowledge and Environmental Decision-Making) (Honolulu, Hawaii), the Wilfrid R. May Alberta Heritage Fund Scholarship, the Northwest Territories Law Foundation Scholarship and the Sir John A. MacTaggart Essay Prize in Environmental Law (Journal of Environmental Law and Practice, Toronto, Ontario). Larry has also published and presented peer-reviewed articles, papers and addresses across North America on the subject of environmental/natural resource protection and risk management, most recently “Watching a Whale’s Tale: The Protection of Ceaceans in Canada”, Journal of Environmental Law and Practice (Vol. 28 No. 3).
During a career that spans more than 30 years, Larry has represented federal, provincial, territorial and municipal governments, administrative tribunals, environmental protection organizations and aboriginal people across a wide spectrum of environmental/natural resource legal matters in British Columbia, Alberta, the Northwest Territories and Nunavut. Larry has also contributed to a number of ‘legal firsts,’ such as the first successful prosecution involving protection of marine mammals (killer whales) under Canada’s Species at Risk Act.
In his spare time Larry is an avid canoe tripper and skier.
